Now, to answer CP's question....

As someone who regularly does business through China's Waigaoqiao Free Trade Zone, I've very much appreciated China becoming more friendly to international business. If only China's IP and legal processes could be modernized a bit, it would be a perfect place to do business.

I think Bush is in favor of expanded trade...both ways...on the principle that free trade stands to benefit society and create social good. Adam Smith would be proud.
